Concurrent Application Process

We submitted two concurrent applications to the City of Calgary to facilitate our Development Vision: a Development Permit, and a Land Use Redesignation. This approach is intended to offer certainty by allowing community members and the City of Calgary to assess a tangible “bricks and mortar” outcome that aligns with our proposed Land Use change.


Development Permit

Development Permit applications illustrate the development intent through detailed architectural drawings that include information on various building design elements. These elements include floor plans, mechanical details, materials, landscaping, lighting, and signage.

Land Use Redesignation - Direct Control District

From:
Mixed Use Active Frontage (MU-2f3.0h23) District;
Max. Floor Area Ratio: 3.0
Max. Building Height: 23m

To:
Direct Control (DC) District  based on Mixed Use Active Frontage (MU-2)
Max. Floor Area Ratio: 6.0
Max. Building Height: 24m, 40m and 66m (6 to 19 storeys)

Our Land Use Redesignation (LOC) application was approved by Council on July 15,2025. This approval changed the Marc & Mada Block’s Land Use District (also known as zoning) from the Mixed-Use Active Frontage District to a Direct Control District.

The approved Direct Control District includes site-specific rules around building height, massing (ie. Floor Area Ratio or FAR), specific types of businesses allowed along the Main Streets, and requirements for both public space and affordable housing – to provide greater assurance around the ultimate built-form outcome.

West Elbow Communities Local Area Plan

The Marc & Mada Block development proposal is in alignment with the recently approved West Elbow Communities Local Area Plan (WECLAP), which identifies this site for a mix of commercial and residential uses, and building heights of up to 6 storeys along 33 AV SW and 16 storeys along 34 AV SW. The site is also located within the “Core Zone” the Marda Loop BRT Station Area, which encourages additional height and scale when a building includes either publicly accessible private open space (such as plaza spaces), or non-market housing – both of which are proposed within Marc & Mada Block.
